How can I downgrade from Vista to XP?
Is there an easy way to do this and keep all local files?

There is no downgrade option. You have to backup your files and then do a clean install. First you should make sure that you can find all the drivers that are needed for your computer running XP. Some computers that ship these days only have drivers for Vista. It can be an easy process or very difficult one. Your best bet is to Google away.
