Rackspace is the default host for quality - but i would try one of the many cluster or "cloud" services like Mosso - more cost effective.

I have been using 1and1 for about 6 years now and I do not think that they have ever been down.

I agree with the previous poster that 1and1 is very rarely down. However, the connection speed is kind of slow and their technical support is super slow. My first choice would be Knownhost and then either Hostgator or JaguarPC.

Godaddy is a very reliable host with fair rates and good customer service. They also have many deals and sales you can take advantage of.
